What does this mean?

I've been trying to figure out this poster for the past few days.

Is it a teaser campaign? Song lyrics? Art?

UPDATE: I still don’t get it, but this ad seems to be from The New Museum of Contemporary Art for a Paul Chan exhibition.

    Artistic commentary on the Iraq War?

    Read it once through:
    "You think things will end. And that will be the opening. I want you to know things don't think to end. And that is the promise and the threat."

    And then the non-struck portions only:
    "You will be the opening to end the promise and the threat."
